1. Should gifted and talented students be included among the students protected under the IDEA? Why or why not? What about slow learners? Socially maladjusted students?
2. As a policy matter, should any changes be made to the IDEA to include students with
chronic illness or infectious diseases who currently would not receive protection under
the IDEA but would under Section 504 or the ADA? (Remember from the discussion
above that students with chronic illness or infectious disease may be covered under the
IDEA, but only if they meet the requirements of the “other health impaired” category
and require special education services.)
