Purpose: Completing this assessment task will enable you to develop a deeper understanding of the context of disease prevention and control issues in emergency situation. This will help contribute to ULO 5 of this unit, and the associated CAPHIA (Council of Associated Public Health Institutions Australia) foundation competency for public health graduates in Australia. Please refer to the Unit Guide for the Unit Learning Outcomes (ULOs) and Graduate Learning Outcomes (GLOs) you are developing and evidencing in this assignment. The word limit excludes title page; any table of contents or list of abbreviations; headings and sub-headings (e.g. ‘Question 1’, ‘Question 2’); final reference list; any appendix. Due date: Friday, 3rd June (week 12/study week) Due time: 8.00pm Location: Assignment dropbox on CloudDeakin unit site Format: MS Word or PDF PDF conversion software is available here on Deakin Software Catalogue Referencing: APA7 Topic background: Emergency situations present unique contexts and challenges for disease causation, prevention and control. This was explored through learning resources and activities in week 10. This task enables you to explore in further depth the context in Australia of emergency health situations, and the management of health emergency situations using appropriate frameworks. It relates directly to week 10 of the trimester, and ULO 5 of the unit. We have already done similar activities through Cloud learning tasks and seminars in weeks 8 and 9 related to non- communicable diseases and communicable diseases. Now you have the opportunity to apply the same skills (understanding and familiarisation, and application) to the third context of focus in the unit – DPC in health emergencies. http://software.deakin.edu.au/2017/03/25/dopdf-writer/ 2 Assignment Task: Three questions. Please provide a response to each question in a maximum of 250 words per response. Further instructions for developing and presenting your responses are provided below and on the following page. Question 1: As discussed in week 10, Australia has a range of emergency public health management plans and other emergency management plans (that address situations which are not necessarily public health specific, but which may impact public health). What is the rationale for Australia needing to have such emergency/crisis management plans? (Write up to 250 words). - You can draw on the resources provided in the unit, as well as any other relevant credible resources to help you develop your understanding of the reasons. - Write your rationale in your own words. - Your discussion should be supported with at least one reference. Question 2: Australia faces various public health emergency threats and challenges. Discuss a threat or challenge that you consider is of great concern or significance for Australia now or into the future. (Write up to 250 words). - Examples could include things such as pandemics, natural disasters, climate change, person-made events with health implications, emergency health system issues, etc. - In your discussion, outline the nature and significance of the issue, and which population group(s) are most vulnerable to the threat/challenge. - Your discussion should be supported with at least one reference. Question 3: Dorothy Henderson Lodge is an aged care facility located in Macquarie Park, NSW. Read the case study of the successful outbreak management of Covid-19 by Dorothy Henderson Lodge (Department of Health, 2020). The Australian Government’s National Disaster Management and Recovery Continuum (NDMRC) is applied to the management of emergencies in Australia, as well as for guiding Australia’s response to international events. It outlines seven phases of crisis management and recovery: i. prevention measures ii. preparedness arrangements iii. response actions iv. relief v. recovery vi. reconstruction vii. risk reduction (For more information and a description of each phase, see Section 4, pp. 12-13 of the Australian Government Crisis Management Framework v3.1, 2021 in your week 10 Cloud content). Dorothy Henderson Lodge undertook a wide range of actions to manage the outbreak. Outline three actions undertaken by Dorothy Henderson Lodge, and discuss which phase of National Disaster Management and Recovery Continuum each aligns with. (Write up to 250 words). - For your response, you only need to draw on the case study document and the Australian Government Crisis Management Framework. - You do not need to draw upon or include any other reference material. Further instructions for developing the task are presented on the next page. https://www.health.gov.au/resources/publications/coronavirus-covid-19-case-studies-of-successful-outbreak-management-in-aged-care-services https://www.health.gov.au/resources/publications/coronavirus-covid-19-case-studies-of-successful-outbreak-management-in-aged-care-services 3 Instructions for this assessment task: You do not need to include an introduction or conclusion for this assessment task. You should, however, include your name, student number, unit code and assignment number (AT3) , and title on the assignment, preferably on a separate cover page. You should clearly number and label each question you are responding to. You do not have to re- state the question as a sub-heading. You do not need to start each question on a separate page; the questions and your responses can follow on from one- another on the same page. You should include a final reference list, and this should be on a separate page. Please be sure to cite and reference material correctly by paraphrasing or including quotation marks if a direct quote; by including a correct in-text citation; and by include the reference in the final reference list. Clear, specific and articulate discussion which presents many contextual factors contributing to the rationale. Very good response to the question. As for standards for ‘High Distinction’ except one element (clarity, specificity, articulation or details) needs some strengthening. Good response to the question, with some general reasons given; stronger specificity may be needed to deepen the response. Basic response to the question. The response is superficial, and more depth and specificity is needed. Insufficient response to the question. The response is unclear or irrelevant, and does not provide an adequate rationale. Points/Percentage 5 Criterion 2 Response to question 2 Excellent response to the question. Clear and articulate discussion of the nature and significance of the issue, and identification of vulnerable/ ‘at-risk’ populations. Very good response to the question. As for standards for ‘High Distinction’ except one element (nature, significance or vulnerable populations) needs strengthening. Good response to the question. A general discussion of the issue that provides some context and understanding, but further detail in two areas (nature, significance or vulnerable populations) would strengthen the response. Basic response to the question. Discussion of the issue is superficial or unclear, and more depth and specificity is needed. Insufficient response to the question. Discussion of the issue and its significance is unclear or irrelevant. Points/Percentage 5 Criterion 3 Response to question 3 Excellent response to the question. Clear and specific outline of three actions and clear discussion of relevant links to the phase(s) of the Very good response to the question. As for standards for ‘High Distinction’ except one example needs some further clarity or specificity. Good response to the question. Somewhat relevant actions and links to frameworks discussed, but discussion needs strengthening in two examples. Basic response to the question. Outline of all three examples of actions and links to the framework are superficial, unclear, or contain substantial errors. Insufficient response to the question. Outline of all actions and links to the framework are unclear, irrelevant or incomplete. Points/Percentage 5 framework.
